Since October 1994, association began in the field of the assistance the equal free one to prevent stripped. Indeed, on a purely individual or institutional basis, since its creation; stripped people had already called upon the solidarity of association for questions generally related to the Human Rights such as :
to assist victims of violations while being used as relay enters the institutions international and these last, and possible to inform the world external of the many violations of the Humans right; - to find and distribute of the financial assistance to moved interior, for the period of the Coup d'etat;
to support the victims of violations of human rights in their research of legal assistance our/and medical. The difficulties of the legal assistance then appeared much deeper than the members of association believed it and at this point in time HSI decided to penetrate this world closed outside, in "boring" the same structures of the legal system, in order to improve them. Thus HSI chose to have technicians of the right inside even Courts of Peace, spaces mainly held with stripped;
HSI made thus the choice "live justice with the daily newspaper" and planned and gradually set up during last years it - action plan according to: - initially the setting-up of a structure which is inside the Courts of Peace each day, to be in measurement to directly collect information necessary to the realistic comprehension and most objective possible of the situation;
in the second time, this structure allowed an analysis of the facts which occur within the Courts from Peace: populations more in contact with justice, the infringements the most made, the behaviors of the instruments of justice, magistrates, clerks, police officers, lawyers and others;
in the third time (period presents), these reflexions, analyses and exchanges are transformed into specific proposals for possible reforms to carry out.
